About the Position: This position is with the 84th Training Command DCS G4 located at Fort Knox, Kentucky.

Duties

Monitor the status of resources to ensure the Command budget is appropriately integrated. Review fund utilizations to handle unexpected occurrences. Analyze proposals to determine if the requested funds are available. Utilize web-based resource planning systems to track and analyze budget information. Formulate the annual budget to ensure the organization's priorities are funded. Modify the operating program to be consistent with the approved budget. Prepare budget estimates for management to plan expenditures. Utilize budgeting techniques, such as linear regression models, cost-benefit analysis, standard deviation formulas, or activity based costing to revise budget estimates. Ensure that adequate control systems are developed to monitor the annual budget. Follow organizational guidelines and limitations to execute the annual budget. Prepare monthly status reports for management to track the annual budget. Prepare budget proposals to submit to headquarters for approval. Formulate budget guidance to ensure compliance with rules and regulations. Ensure the organization's priorities are properly stated in budget estimates. Provide administrative guidance to Command staff to carry out budget functions.

Specialized Experience: One year of specialized experience which includes developing guidance on budget requirements, analyzing trends and data, monitoring expenditures, preparing budgetary reports, and developing budget estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Accounting, etc. (Note: you must attach your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: you must attach your transcripts with your application package.) You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification, and PresentationWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
