Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to provide MAJCOM support for a variety of Information Technology (IT) activities including enterprise data management.

Duties

Establishes, plans, analyzes, monitors and measures MAJCOM enterprise data management policies, standards and processes. Plans, guides and maintains an enterprise data strategy that outlines MAJCOM objectives for improvement of enterprise data collection and use. Represents HQ AETC/A3/6 with a variety of installation and functional area organizations. Develops IT policy and guidelines.

  • Must be able to obtain and maintain a Secret Security Clearance.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying IT methods, techniques, and processes for the integration and optimization of enterprise data repositories, associated components and infrastructure; Analyzing, planning, developing, implementing, operating, and maintaining IT life cycle management concepts; Application of the design and maintenance of enterprise data management strategic plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of enterprise data management and analysis concepts, techniques, and principles sufficient to establish, plan, analyze, and measure/monitor enterprise data management policies, standards and processes. Knowledge of enterprise data architecture, metadata management, master data management, data quality, data modeling and analytics, data security and data governance. Knowledge of enterprise data management strategic planning sufficient enough to guide data integration, control data assets, and align data investments leading to the aggregation of large and disparate collections of enterprise data. Ability to analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions; and ability to communicate effectively, and successfully convey complex technical information to non-technical personnel, including but is not limited to preparing studies, executive correspondence, statements of work, etc., and preparing/presenting briefings. Skill in leading and motivating teams in a variety of situations; includes dealing effectively with individuals of varied backgrounds and building them into a team that will work cooperatively toward goal accomplishment. Ability to communicate orally and in writing sufficient to fully coordinate activities with MAJCOM or AF-level representatives to discuss/resolve concepts and other issues of common interest. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
