This position is in the Budget Division (FSI/EX/BUD), Office of the Executive Director of the Foreign Service Institute (FSI). The Budget Division has responsibility for formulating, presenting, and executing the FSI budget; and coordinating and monitoring all resource planning functions, allocations, and usage to include the full gamut of accounting for reimbursable authority.
Duties
Reviews and analyzes budget requests for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative documentation, and conformance with budgetary policy and guidelines.
Plans, organizes, coordinates, and carries out annual and multi-year budgeting in support of assigned appropriations and FSI components and programs.
Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted.
May assist in the planning, development, testing, and implementation of budget and financial management systems, programs, and databases.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience coordinating the formulation and execution of an annual budget over $150 million.
Experience applying budgetary policies, analytical methods, and regulatory procedures for use in budget execution.
Experience planning and anticipating program initiatives and activities through detailed analysis and consideration of program budgetary requirements.
Experience developing, reviewing, or recommending the reprogramming of funds within an appropriation.
There is no substitute of education for specialized experience for the GS-12 position.
