About the Position: Directorate of Public Works (DPW): The DPW is the Garrison's primary element for maintenance of the installation, infrastructure, and the environment. DPW consists of five Public Works Divisions: Master Planning; Business Operations and Integration; Housing Management; Environment and Natural Resources; and Engineering / Energy.
Duties
Serves as the Operational Energy Specialist, assisting the DPW Public Utilities Specialist in planning, coordinating, and monitoring utility purchase, use, and sales for US Army Garrison (USAG) Aberdeen Proving Ground (APG), MD.
Participates in the execution of utility contracts for APG, coordinating with other on matters pertaining to the purchase of utility services to manage and implement the Army energy program.
Supports the Public Utilities Specialist by reviewing and certifying monthly utility bills, verifying meter readings, and addressing billing discrepancies.
Calculates monthly charges, prepares billing information, and handles documentation for tenant organizations' payments.
Oversees meter reading duties, including meticulous recording, reviewing readings, proposing resale rates, and calculating charges.
Analyzes utilities accounts and conducts rate analysis to ensure favorable rates.
Maintains the Utilities Billing System (UBS), reviewing utility invoices and inputting data into the Army Energy and Water Reporting System (AEWRS).
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) experience reviewing and certifying (paying) monthly utility bills or experience with verifying meter readings, 2) experience utilizing an automated financial program for payment of utility bills and 3) experience coordinating invoices/billings with others. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
