The primary purpose of this position is to serve as senior Computer Engineer with responsibility for planning the design, writing, testing, debugging, and maintaining of complex applications software that meets Digital Transformation requirements.

Duties

Formulates program goals, plans, policies, procedures and plans dealing with the development and operation of command-wide architecture functions and activities. Serves as the AFPC systems Digital Transformation and technical authority/expert to evaluate system integration, standardization, interoperability, and technical integrity requirements. Performs the duties of the Air Force Personnel Center's Senior Technical Expert for Talent Management IT systems standardization and architectures. Originates, formulates, and conducts engineering studies and technical analysis of changes to existing Talent Management systems, to satisfy Digital Transformation and Future State Architecture.

  • Employee must meet, or be capable of meeting the technical background requirements applicable to the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work overtime.
  • Employee must maintain expert knowledge of the Joint Technical Architecture and the DoD Architecture Framework.
  • Must be able to obtain and maintain a SECRET Security Clearance.
  • This position requires Information Assurance System Architect and Engineering (IASAE) certification in accordance with DoD 8570.07-M.
  • Employee performing IA functions (in IASAE positions) must achieve the appropriate IA certification for their respective level, within six months of assignment. Employee must maintain certification status in accordance with DoD 8570.0lM.
  • This is a term position, NTE 5 years.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes: Develop, issue, advocate, and advise on agency policy, guidance, engineering standards, and engineering objectives for Information Technology and Information Systems during all phases of their planning, design, and construction activities; Provide expert computer engineering advice or consultation regarding priorities in implementing agency design transition, and deployment activities as the designated agency representative on enterprise or DoD/Federal committees; Review, analyze, and resolve difficult and complex problems involving systems compatibility, external interoperability, circuits, switches, distribution, satellite, linkages, and networking. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to lead and build effective teams. Professional knowledge of electronics engineering concepts, principals, and practices and extensive familiarity with other engineering disciplines, standards and architectures. Knowledge of and skills to apply a broad range of engineering methods, practices, and techniques to ensure work is in compliance with approved policies, standards and architecture. Must be able to obtain and maintain DoD 8570 Level 2 certification. Knowledge of and ability to apply standards and architectural principles of the Joint Technical Architecture and the DoD Architecture Framework (DoDAF). Knowledge of and ability to apply interoperability guidance of various engineering manuals and instructions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
