Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in either Indianapolis, IN or Bloomington, MN.

Duties

This position conducts analyses and studies of federal and/or non-federal hiring and application data on CBP's frontline & mission support hiring process, capabilities, and capacities as well as administrative data systems, programs, and operations. This position assesses the Agency's ever-evolving business needs and develops end-to-end data processes to meet those needs. This position starts at a salary of $69,107.00 (GS-11, Step 1) to $107,680.00 (GS-12, Step 10) with promotion potential to $107,680 (GS-12 Step 10). Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. MAJOR DUTIES AND RESPONSIBILITIES: Using knowledge of Human Resources functions to extract and evaluate hiring data to locate trends and inconsistencies. Selecting and modifying hiring data collection and application techniques and methods to produce accurate and timely analyses. Preparing documentation of procedures, presenting findings, detailing problems encountered, and generating recommendations for review by senior HR Specialists within the team. Performing quantitative and qualitative analysis, data quality assurance, and developing graphics and reports based on the analysis and interpretation of hiring data.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Translating HR business practices into information systems requirements. Providing technical assistance on the HR automated system procedures and applications. Identifying areas where automation can effectively eliminate labor-intensive HR manual systems or enhance current automation. Retrieving data from multiple sources to prepare reports. Education Substitution GS-11: Successful completion of 3 full years of progressively higher- level graduate education leading to a degree from an accredited college or university, a doctoral degree and or LL.M. may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing and evaluating historical data to identify trends. Provide advice and guidance on a variety of issues as they relate to an automated HR system. Extracting data from HR systems and validating results to ensure accuracy and data integrity. Utilizing data analysis tools (i.e. Excel, Access, PowerBI) to consolidate and present data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/08/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
