This position is located in the Division of Information Resource Management at the Phoenix Area Indian Health Service. Serves as the Information Technology Specialist, Database Administrator, responsible for securely and correctly monitoring, maintaining, and designing databases, creating and modifying applications by converting project requirements into code. This position reports to the Supervisory IT Specialist.

Duties

Design, develop and maintain databases. Monitor and optimize database performance and tuning of database operations. Generate complex queries and reports. Participate in the design of data mining and data warehousing of systems. Develop data dictionaries, data models, metadata repositories, and other data management tools. Produce database design schema for integrating source data into data management systems. Ensure compliance with data management standards. Recommend new or modified standards to increase efficiency. Recommend performance enhancements such as increasing storage capacity or modifying interfaces. Plan and coordinate the migration of data to a newer version of a database management system. Perform a wide range of database administration functions, including running test queries, troubleshooting database problems, maintaining version control of database entities, advising customers on new database features, and leading studies to evaluate the effectiveness of current database methods and procedures.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S):GS-9 and GS-11: For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM REQUIREMENT(S):GS-9 Grade Level: Have (1) year of full-time specialized experience comparable in difficulty and responsibility to the GS-07 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: Must be able to provide guidance to the Phoenix Area Service Units regarding all aspects of an Electronic Medical Record (EMR) database administration and function. With supervision employee can work with IT specialists in Phoenix Area to prevent or remedy problems associated with maintenance, operation, upgrades, and current function of EMR database and its underlying operating platform. Has knowledge of systems and requirement analysis methodologies and database management features and concepts of information systems utilized by the Indian Health Service. OR Completion of (2) years of graduate education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Must submit transcripts) OR Completion of a master's or equivalent degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. (Must submit copy of transcripts). OR Posses a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. GS-11 Grade Level:Have at least (1) year of specialized experience at or equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:Independently determines information system requirements including local and remote data storage; shadow server set-up; contingency plans; Ensures database availability, functionality, integrity, and efficiency; installation of software; packages, upgrade, operating systems, and new or modified hardware. Diagnoses and resolves routine problems; Analyses large scale information technology (IT) databases and similar programs using skills in descriptive and multivariate data mining methods, IT and advance analytical programming. OR Completion of (3) years of graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR Possess a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
