About the Position: TACOM is located at the Detroit Arsenal in Warren, Michigan which is in Detroit's largest suburb located about 15 miles north of downtown. The area offers world-class museums, art galleries, concert halls, golf courses, several prestigious universities, and collegiate and professional athletic venues.
Duties
Conducts studies, manages programs and develops initiatives to improve management processes and systems via the most effective utilization of human capital.
Initiates, receives, reviews, and responds to taskings from higher echelons.
Develops and issues command policy in the human capital area based on the unique and specialized needs of the command.
Provides staff level advice and recommendations to human resource specialists supporting TACOM elements world-wide in the development of solutions to especially complex, difficult problems, and the development of significant program improvements.
Studies a wide range of subjects including implementing new legislation such as the Government Performance and Results Act in the most effective manner.
Works collaboratively across the organization to implement and resolve complex Human Capital issues.
Uses automated tools and databases, gathers information from higher headquarters, other command elements, command senior management, and other affected activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret clearance.
- This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 12 months of being placed on the position.

Specialized Experience: One year of specialized experience which includes 1) Performing multidisciplinary analyses of strategic restructuring, geographic realignments, reorganizations, and/or mission changes; 2) Evaluating content and impact of various human resource policies and advising implantation to management. 3)Analyzing data and presenting recommendations to management. and 4) Utilizing various Human Resources automated system to proficiently develop and present data queries (i.e. Business Objects/BI, DCPDS, CPOL, Microsoft Excel and PowerPoint). This position is under the Acquisition Demonstration Project. The NH-03 broadband incorporates former GS equivalents GS-12 step 1 through GS-13 step 10 grade levels and salary levels.
