The primary purpose of this position is to serve as a command headquarters level program analyst applying Air Force experience to plan, organize, and determine necessary policies, directives, instructions, programs, doctrine, and procedures for the establishment and maintenance of assigned major command program(s).
Duties
Analyzes and evaluates adjustments to major command programs with respect to Air Force and major command strategic plans, programming guidance, and detailed Program Objective Memorandum preparation instructions
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements
Actively participates in program planning to provide detailed guidance involving process, products, and schedules
Provides advice, assistance, and guidance on budgeting and related information
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refund
Utilized financial/ programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes analyzing and assessing program management applications (research & development, test & evaluation, acquisition, supply management, depot maintenance, information technology, and base operating support) to implement higher headquarters processes and procedures for program management; performing ongoing evaluation and analysis of the execution of planning, programming and budget actions in support of an assigned mission; maintaining liaison with various entities to integrate agency actions for the purpose of assisting in planning and executing large volume procurements to meet consolidate requirements. Analyzing funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP). Responsible for integrating requirements into the Program Objective Memorandum (POM).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations and apply a wide range of qualitative and quantitative methods for the assessment of command level plans and programs involving research & development, test & evaluation, acquisition, supply management, depot maintenance, information management, and base operating support.
2. In-depth knowledge of the Planning, Programming and Budgeting System (PPBS). This knowledge should be current and run the gamut from the Base-level process through the Air Staff and OSD process.
3. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations, and knowledge of the relationship of the various Air Force entities involved in overall planning, programming, and budgeting to include knowledge of program elements and element of expense investment codes.
4. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
5. Skill with personal computer software packages to include proficiency with spreadsheets, database, presentation, graphics, and word processing.
6. Ability to apply knowledge of computer applications to effectively run PPBS legacy software such as the Automated Budget Interactive Data Environment System {ABIDES), the Resource Allocation Programming Information Decision System (RAPIDS), and the Command Management System (CMS), as well as follow-on applications such as Financial Information Resource System and the Information Resource· Support System (IRSS).
7. Ability to plan, organize, and lead others through the program development process and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
8. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships
