The primary purpose of this position is to serve as a senior logistics management specialist to provide expertise in development of policy and procedures in support of the Air Force Medical logistics operations through analysis of logistics management processes, systems, or programs.

Duties

Serves as the focal point for planning, developing, refining, analyzing, and interpreting policies and procedures for the operation al support of the Air Force medical logistics program. Acts as the AF Surgeon General's primary functional expert on joint medical logistics plans, programs and initiatives. Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Performs systems analyses of complex programs and major problems associated with logistics systems (i.e., Defense Medical Logistics Standard Support (DMLSS) automated information system, Joint Medical Asset Repository (JMAR), AF Med Log website, Executive Strategy Manager, DMMonline, and related business processes. Develops functional guidance for new systems and for systems modifications.

  • This position may require travel to conferences, meetings, and other functions away from the normal duty site.
  • The employee may occasionally be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • The employee may be required to travel by military or commercial aircraft to accomplish temporary duty.
  • Incumbent will be required to obtain and maintain a non sensitive security clearance.

  • Defense Acquisition Workforce Improvement Act (DA WIA) Level II certification is highly recommended for employee to obtain while in this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, policies, regulations, and precedents applicable to Air Force and Department of Defense medical logistics operations. Extensive knowledge to perform key decision-making and policy development responsibilities in difficult assignments. Knowledge and skill in using automated logistics databases for logistics management determinations. Knowledge of Air Force and joint program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes to prepare long-range and short-range planning guidance in compliance with broad agency policies and objectives. Expert knowledge of the administrative processes and documentation requirements of medical logistics operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of medical logistics plans, procedures, and systems design as well as organizational functions involved in medical support. Extensive knowledge of medical logistics program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Ability to negotiate complex issues and maintain good working relations. Ability to review, analyze, and evaluate medical logistics management programs. Extensive knowledge of laws, regulations, policies, procedures, techniques and methods of functions related to medical logistics management. Knowledge of contractual processes, procedures, and technical requirements. Ability to review, analyze, develop, coordinate, staff, and implement medical logistics management policies, procedures, programs and directives. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
