This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the U.S. Army Special Operations Command, Aviation Technology division in Fort Eustis, VA.

Duties

Serves as the principal advisor and assistant to the Comptroller in advising the organization’s leadership team on issues relating to budget and funds control, execution/accounting status, manpower, and the Program Objective Memorandum (POM). Assists in developing and overseeing the budgets for a research and development program, disbursed worldwide. Advises the Director and staff on resource planning, programming policies, and procedures to optimize the use of resources in accomplishing the organization’s mission. Develop strategic plans and implement strategic objectives related to budgeting and the Operations and Maintenance account specific expenditures. Assist the Comptroller in advising the organization’s leadership team on issues relating to budget and funds control, execution/accounting status, manpower, and the Program Objective Memorandum (POM). Provides expert guidance and assistance in support of the development of long-range projects and budgeting plans to support the development, procurement and modification of highly complex, high dollar value, and intensively managed projects. Directs and provides leadership to subordinates ensuring work planning, production, and quality control of work, personnel administration, and similar matters are accomplished.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information.
  • This is a drug testing designated position and requires the incumbent to complete a drug test examination prior to appointment and periodically thereafter.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • This position is subject to perform temporary duty up to 15%.
  • This is a Financial Management Level 2 certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1.) Utilizing DoD budget execution methods and techniques to provide guidance on issues relating to budget and funds control; 2) Analyzing system outputs and regulatory reports to identify abnormal conditions and initiate corrective actions; 3) Developing recommendations on issues impacting program funds and requirements; 4) Communicating orally and in writing to disseminate information to higher command leadership and subordinates.
