This position is part of the Selective Service System, Public and Intergovernmental Affairs (PIA) Directorate which is responsible for public affairs policies, campaigns, information and advertising programs for a variety of external and internal audiences. The organizational title is Social Media Specialist and the incumbent will be responsible for coordinating the PIA new media (social and digital) information programs.
Duties
Establishes the function and direction for new social media and other communications dissemination channels and content to support agency programs and informational programs.
Determines most efficient and effective use of media, using web-based social media tools such as Facebook, Snapchat, Twitter, CTV, YouTube, Digital Radio and other popular sites.
Provides web support in designing, developing and maintaining the SSS public facing webpage and content on the agency's main domain.
Assists the agency webmaster Web and Media Specialist, using HTML and CSS pages and web development tools and forms.
Writes, develops, records, edits and prepares YouTube videos for publication. Incorporates Macromedia Flash movies, streaming video or other webcasting products.
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include (1) applying principles and methods of print, and broadcast media to update messaging to the public; (2) assisting in the direction of new social media trends to support agency programs; (3) writing, developing, recording, editing, or preparing YouTube videos for publication; OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields Marketing, Communications, Visual Arts, Advertising, or Public Affairs; OR
C. A combination of specialized experience and graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 1 year and 6 months of graduate level education (i.e. 41 quarter hours or 27 semester hours of education.) At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include (1) developing and editing pages, print, and broadcast media to update messaging to the public; (2) experience establishing the direction for new social media trends to support agency programs; (3) utilizing media, web-based social media tools (ex. Facebook, Snapchat, Twitter, CTV, YouTube, Digital Radio, and other popular sites); (4) writing, developing, recording, editing, or preparing YouTube videos for publication; OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields Marketing, Communications, Visual Arts, Advertising, or Public Affairs; OR
C. A combination of specialized experience and post-graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 2 years and 6 months of graduate level education. (i.e. 68 quarter hours or 45 semester hours of education. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
