The Supervisory Program Analyst position located in Audie L. Murphy VAMC, San Antonio TX, serves the Clinic Access Management, Systems Redesign and Performance Measurement (PM) for the STVHCS Subspecialty Sections including, but not limited to: General Surgery, Gynecology, Otolaryngology, Plastic Surgery, and Urology. She/he works under the Administrative Officer for Surgical Service.

Duties

Duties may include but are not limited to: Monitoring of section specific Performance Measures (PM), Clinic Access, the Consult and Encounters processes, assisting in identifying clinical personnel needs, Patient Satisfaction, Patient Flow and providing data for Service Strategic Business Planning for specialties in both the outpatient and surgical settings. Identify problem areas, develop solutions, and implement solutions to correct poor work situations and prevent potential problems, including staff shortages. Assist supervisors, faculty, and staff in projecting needed changes based on data and recommends appropriate actions to improve performance to include disciplinary actions and performance counseling of staff. Negotiate, plan, implement, and monitor all Systems Redesign and PM programs that affect Subspecialty Sections utilizing Lean Six Sigma improvement principles. Manage the clinical supply budgets using fund control points (FCP), monitor the Invoice Payment Processing System (IPPS) and approve orders as needed. Assess all Surgical Service space needs and prepare the necessary documentation in accordance with senior leadership and Facility Planner guidelines. Manage all moves and coordinate construction projects that affect clinical operations. Ensure clinics are maximally utilized and that clinical performance measures are met, to include clinic wait times, missed opportunity rates, electronic wait lists, consult response times, and referrals to Non-VA care and Department of Defense providers. Conduct fact finding inquires for patient complaints, including contacting patient, and prepare required congressional responses that are reported to Surgical Service leadership. Articulate in writing all requests, memos, presentations, and correspondence to other services and outside agencies as needed. May be delegated responsibility for coordination, preparation and submission of all required reports for the Department of Veterans Affairs, the State of Texas, the Certifying Boards regarding house staff and fellowship training, undergraduate education, professional standards review, and administrative activities. As supervisor, will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; evaluate work performance of subordinates; give advice, counsel or instruction to employees on both work and administrative matters; hear and resolve complaints from employees; conduct fact findings and reprimands; identify developmental and training needs of employees. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles of financial management, personnel management, organizational structuring, and strategic planning; Application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of delivery of patient care; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of the Systems Redesign and clinical program effectiveness and over all organizational productivity as it relates to measurement of all Systems Redesign and Lean Six Sigma principles; Knowledge and ability to work with numerous and varied computer software programs; Knowledge of agency program goals and objectives, the sequence and timing of program events and milestones, and methods of evaluating the worth of program accomplishments including applying cost savings/avoidance figures; Knowledge to manage the space, equipment and personnel requirements for sections that are responsible for; Ability to plan, schedule, and conduct projects and studies; Ability to adapt to changing situations, to modify plans and demonstrate flexibility in changing circumstances. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
