About the Position: This position is to be filled at either the San Antonio, Texas or Falls Church, Virginia location with the Defense Health Agency.
This is a Direct Hire Solicitation.
Salary negotiation may be available for those new to Federal service.
Incumbent serves as the Investment Management Branch Chief and senior authority with responsibility for advising the Chief, Portfolio and Resource Management Division and other staff elements relative to IT Portfolio Management (PfM).
Duties
Develops policy, strategic direction, and analysis for Military Health System Medical Portfolio and Investment Management.
Directs and conducts a continuous review and analysis of portfolio and investment management accomplishments within the Directorate’s policy mission and objectives.
Approves or disapproves readiness of IT Investment proposals and documents prepared by IM/IT staff and action documents referred by other staff organizations with respect to completeness, reasonableness, and fiscal affordability.
Prepares information papers, executive summaries, briefings and speeches, and conducts or attends meetings and conferences.
Guides the integration of the Defense Business Certification Program requirements into the Military Health System and Programming Planning Budget System processes.
Provides programmatic and financial advice to officials in MHS, DoD, the Military Departments and Defense Agencies, Office of Management and Budget and Congress on matters affecting MHS systems and IT investments.
Directly supervises GS and military employees and oversees and guides the work of contractors; makes decisions on work problems presented by subordinate personnel and contractors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a one-year supervisory probationary period.
- One year trial/probationary period may be required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience is defined as: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes developing continuous process improvement procedures, monitoring the program's budget, and planning and assigning work to be accomplished.
