About the Position: This position supports the mission of the Financial Operations, J-8, Cost Accounting Division, and will be located in either Falls Church, Virginia or San Antonio, Texas.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Student Loan repayment may be authorized.
Duties
Participate with the Director and Division Chief in exercising managerial authority to set near, short, and long-range plans, goals, and objectives affecting cost management MEPRS programs.
Evaluate individual and team performance through provision of advice, counsel, and guidance to branch/team leaders.
Review developmental needs of employees and approves career development plans for branch chiefs.
Develop, review, and interpret various regulations, legislative proposals, and directives pertaining to administration and management of DHA Health Care Resource Management and Cost Operations.
Ensure and validate multiple aspects of cost accounting, cost analysis, cost reporting, and cost standards are integrated throughout the DHA organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- FM Certification Level 3: This is a Financial Management Level 3 Certified position and requires the incumbent to obtain a Financial Management Level 3 certification within 24-mos of the entrance on duty date.

Specialized Experience: One year of specialized experience which includes 1) assisting with medical resource management operation plans, 2) assigning cost accounting workloads, AND 3) utilizing electronic healthcare record system such as MHS Genesis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
