This position is located in the Office of Financial Management, Directorate of the Comptroller, Bureau of Overseas Buildings Operations (OBO/COMP/FM) and manages the most complex budget analyst portfolios in OBO/COMP/FM and advises OBO/COMP/FM leadership and other senior management officials on all matters related to the budget formulation and execution programs and processes that are necessary to support OBO’s ongoing operating requirements and to meet unexpected financial obligations.
Duties
Works within established calendars and deadlines to plan, schedule, coordinate and implement OBO programs and operations, and analyzes, evaluates, and improves OBO program effectiveness.
Exercises budget oversight responsibilities in assigned budget area.
Serves as organizational authority and technical expert for all methods and phases of budgeting in support of the substantive domestic and international programs administered by OBO.
Represents bureau divisions at conferences and interagency meetings on important budget formulation, execution, and oversight functions in the government, and reports on meetings' findings and recommendations to Division Chiefs and Office Director.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating national-level large and complex programs in developing and implementing budgetary policies, strategies and initiatives.
Experience projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives.
There is no substitute of education for specialized experience for the GS-14 position.
