Duties

Responsible for developing new Military and Family Readiness policies and procedures, and their subsequent implementation DAF-wide Serves as senior policy analyst in the area of Military and Family Readiness and performs extensive analyses which spans the range of the Transition Assistance, Federal Voting Assistance, Economic Security, Personal Financial Readiness, M&FRC compliance, certification and inspections, Emergency Response, and legislative proposals related to M&FRC Programs Exercises supervisory personnel management responsibilities Represents HQ AF/A1SA with a wide variety of internal and external officials

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Expert knowledge of, and skill in applying Military &Family Readiness (M&FR) and Department of the Air Force (DAF) policy concerning availability of resources, program assessment, developing legislative actions, and to provide congressional staffers and DAF officials comprehensive recommendations and guidance regarding military family support services, delivery systems and concepts, principles and theories. Mastery knowledge of program management policies, procedures, methods, and theories sufficient to oversee the development and implementation of M&FR policies and procedures Air Force-wide. Mastery knowledge of, and skill in the application of workforce development methods, practices, techniques, and principles; and the principles and practices of social work sufficient to conduct research and provide consultation and advice. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military family support services, delivery systems and concepts, principles and theories relating specifically to individual and group resiliency and the execution of Transition Assistance, Federal Voting Assistance, Economic Security, Personal Financial Readiness, M&FRC compliance, certification and inspections and emergency family response related to M&FRC Programs. Knowledge of laws, regulations, executive orders, policies, and issues relating to DoD Service Member and Family Readiness programs. 2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Knowledge and experience in policy writing, developing, gathering, and implementing comprehensive policy. 3. Skill and ability to analyze data objectively and draw sound conclusions leading to solutions with a long-term perspective. 4. Ability to demonstrate strong critical thinking skills and develop long and short-term goals and measurement criteria. Ability to prepare policy, special studies, staff reports, Congressional testimony, speeches, and official responses to inquiries and emerging issues; and adaptability to meet emergency and/or changing program requirements within available resources. 5. Ability to effectively express ideas orally and in writing, using appropriate language, organizing ideas, and marshaling facts in a cohesive, coherent, and objective manner to clearly articulate the insights from findings to senior-level DAF management and relevant stakeholders both within the DoD as well as outside federal agencies and non-governmental organizations. 6. Ability to work with cross-functional teams and to interact directly with senior leaders, demonstrate excellent interpersonal skills and a collaborative relationship building style. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
