This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Position located at US Army Cadet Command, Deputy Chief of Staff, G8, Budget Division, Fort Knox, KY
Duties
Perform a variety of resource management functions related to programming, budgeting, and fund control and execution.
Monitor the execution of a budget with many different sources and types of funding.
Review, edit, and consolidate annual and multi-year budget estimates.
Develop recommendations for budgetary adjustments and provide advice on all aspects of the interpretation and application of agency guidelines for the budget execution process.
Appropriate direct and minimal reimbursable funds encompassing several budget programs for assigned personnel of serviced organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Term employment is subject to a one-year trial period.
- Financial Management Certification level 2 (FMC-02) required within 24 months of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work of this job. Specialized experience is defined as; work that involves forecasting, analyzing and developing program and budget formulation, fund control, budget execution and budget presentation. Executing transactions within a federal government accounting system, retrieving and analyzing data from a federal budget accounting system and presenting this data in various formats (spreadsheets, slides, information papers, etc.) for use at various levels.
Education

Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree.
