The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of (MANAGEMENT ANALYST GS-343-12). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
Serves as a technical auditor for checklist Compliance Audit.
Prepares reports, decisions, recommendations and analysis submitted by subordinate review teams, groups, and/or specialists to assure that they accurately reflect the policies, positions, and views of the group.
Administers training programs for assigned installation personnel to include planning and developing procedures to ensure the Air Forces programs meet mission requirements.
Reviews, analyzes, and evaluates education and training given to employees and/or training programs to assess quality and effectiveness.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is being filled at the GS- 11 with the growth potential to the GS -12 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: If you have less than the full amount of specialized experience described in the job opportunity announcement, but have at least one year of progressively higher level graduate education, you may be qualified based on a combination of experience and education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of group activities for the directorate.
2. Knowledge of financial goals and objectives, the sequence and timing of activities and methods of evaluating the effectiveness of support activities. Knowledge of a wide range of financial and management activities involved in the budget planning, resource execution, and financial monitoring for assigned programs.
3. Knowledge of the relationship of the various group entities involved in overall program planning and execution of logistics support to customers. Ability to establish and maintain relationships with key individuals/groups outside the immediate work unit to include AF MAJCOMs and representatives from other services.
4. Knowledge of a wide variety of logistics, supply, production management and financial data systems within the Government. Ability to interpret, adapt, and apply system data to the performance of production execution responsibilities.
5. Ability to develop and use appropriate data collection techniques.
6. Ability to plan, organize, and negotiate effectively with senior analysts and management officials to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures.
7. Ability to negotiate issues and to work effectively with a diverse group to develop common objectives.
8. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
9. Ability to recognize and analyze problems, conduct research, summarize results, and the ability to communicate those results.
10. Knowledge of standard safety and health practices and established policies and procedures.
11. Knowledge of established quality principles and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
