This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Serving as the Lead Human Resources Specialist (Performance Management), responsible to the supervisor for assuring the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities.
Duties
As a LEAD HUMAN RESOURCES SPECIALIST (PERFORMANCE MANAGEMENT ) at the GS-0201-14 some of your typical work assignments may include:
Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
Provide advice, technical support, and policy guidance on suitability determinations, disciplinary and adverse actions, performance management, performance-based actions, grievances (administrative), appeals, and special inquiries.
Counsel, advise, and assist on actions concerning performance-based actions for both management and employees.
Review performance standards and completed performance appraisals and identify inadequate performance elements containing immeasurable job standards and/or improperly prepared appraisals.
Manage DSCA's Incentive and Performance Awards Programs, including Honorary Awards, Special Act Awards, Supervisor Cash Awards, Time-Off Awards and Length of Service Awards.

Qualifications
You may qualify at the GS- GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Analyzing civilian personnel management functions, structure, and associate data systems.
Understanding and applying advanced employee relations and performance management concepts.
Advising supervisors on performance management policies and issues that may arise.
Reviewing performance standards and completed performance appraisals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
