Duties
You will advise the N6 Department Head on all matters relating to C4I/AIS requirements; acting as the N6 Department Head during times of absence..
You will function as a technical authority in all assignments relating to Non-Standard Communications (NSC) and Managed Attribution Systems (MAS).
You will lead project teams and task forces in advanced systems software/hardware project efforts.
You will analyze and evaluate work concerned with integrated systems of computer programs and /or computer equipment.
You will apply available technologies and basic management principles to adapt computer methods to a variety of subject matter situations.
You will oversee equipment installation or relocation, testing and acceptance processes.
You will integrate several hardware, software, and/or computer related services to provide an integrated information system.
You will evaluate software to assure that it will provide the desired results and operate properly on assigned equipment systems.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 at an Expert level within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensure the system(s) will be viable to conduct information discovery in the cyber environment of social or business networking sites (SNS) or social media sites (SMS) and can support other enterprise LOOs/LOEs as required.
2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services, IT-related experience demonstrating this competency include: Provides technical advice and assistance to Naval Special Warfare Command (NSWC) in the resolution ofhighly sensitive unique or unprecedented problems and the selection of options among competing alternatives.
3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Represent the command as expert technical authority at meetings, conferences, boards, symposiums, and operational force visits.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: conducts a detailed mission analysis and threat analysis.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading, administering or overseeing the operation, security, and maintenance of the Command Information technology (IT) Program; AND research, procure, test, implement or analyze the NSW enterprise IT managed-attribution system (MAS) infrastructure and special communications programs.
