You will serve as a PROGRAM ANALYST in the Nuclear Process and Program Support Branch (Code 2301.4), Assistant Nuclear Engineering and Planning Manager (Code 2301), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.

Duties

You will develop plans and programs to monitor Operation Security (OPSEC) and classified material control concerning Naval Nuclear Propulsion Information. You will prepare instructions, trainings, policies, procedures, guidelines, etc., concerning assigned programs to improve security processes. You will make presentations and conduct training with respect to assigned programs. You will investigate, record, and manage all security incidents/violations that occur within the department. You will coordinate briefings for personnel going on international travel. You will gather, interpret, analyze and correlate large amounts of narrative and statistical information.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying Operation Security (OPSEC) program management policies, concepts, practices and procedures. Experience adapting, recommending, and implementing significant new programs and initiatives. Experience analyzing programs and systems, conducting research, organizing and summarizing results, making appropriate recommendations, and meeting deadlines. Experience applying analytical, and problem-solving methods and recommending appropriate actions or solutions. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing and presenting reports, proposal, charts, graphs, etc. Experience interpreting procedural instructions, both oral and written. Experience dealing and working effectively with customers and coworkers using a high degree of tact and diplomacy even under difficult circumstances. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For GS-11 Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
