You will serve as a SUPERVISORY EQUIPMENT SPECIALIST in the Inspection Branch (Code 721), of the Inspection, Test and Quality Assurance Division (C720), for the Deputy Lifting and Handling Department (Code 701), in the Lifting and Handling Department (Code 700) of NORFOLK NAVAL SHIPYARD.

Duties

.You will perform weight-lifting and handling inspections relative to trade, skill, requirement, and content or workload. You will assign work and resolve conflicts. You will initiate disciplinary action, prepare formal requests for filling vacancies and select employees from list of eligibility. You will perform a wide range of personnel management responsibilities including counseling employees, performance appraisals, enforcing discipline, evaluating the performance of individual subordinates and many other types of personnel duties. You will manage the history files thru subordinate branch employees for all weight handling equipment under the cognizance of the Lifting and Handling Department. You will provide budget recommendation to the Division Head pertaining to the Inspection Branch to project future budget requirements and long term major capital expenditures. You will maintain an inventory of on hand materials.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in scheduling equipment inspections. Experience applying policies, procedures and regulations mandated by NAVSEA, NAVFAC i.e., NAVSEA 0989-030-7000 Lifting Standard, NAVSEA 04 Crane Quality Manual, NAVFAC P-307, and NNSY Weight Handling Equipment Manual and Instructions. Experience explaining reasoning and logic, writing business, shipyard correspondence and technical reports. Experience managing inspection and planning for the Shipyard's nuclear, nuclear refueling and non-nuclear weight handling equipment while adhering to time, cost, safety and quality standards. Experience identifying developmental training needs.
