You will serve as a SUPERVISORY EQUIPMENT SPECIALIST (RIGGING) in the Rigging Branch (C741), Rigging and Equipment Operations Division (C740), Deputy Lifting and Handling Department (C701), Lifting and Handling Department (C700) of NORFOLK NAVAL SHIPYARD.
Duties
You will consult with subordinate supervisors to determine workload capacity and make adjustments to work priorities in order to comply with established milestones and changing work conditions.
You will provide guidance and specific instructions in order to accomplish the overall mission of the Rigging Branch.
You will plan and schedule the accomplishment of major work assignments on a long-range basis within the schedules and priorities established by higher authority.
You will represent the Rigging Branch at numerous meetings and conferences concerning such matters as new work, schedules, and facilities.
You will establish performance standards, reviews, assigns performance ratings, plans, and directs an effective leave program to coincide with the projected workload.
You will review the quality, quantity, cost and schedule adherence of work performed by means of reports, discussions and periodic inspection of work.
You will enforce compliance with the technical weight handling requirements of the Crane Quality Manual and the NAVSEA 0989-030-7000, Lifting Standards.
You will participates in The Lifting and Handling Surveillance Program.
You will mentor and coach subordinate personnel and hold subordinate personnel accountable to standards and processes.
You will provide communication and support to the Platform Managers and Senior Managers.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying practical knowledge of shipyard rigging trade and technical methods, procedures, materials, processes and equipment utilized in the repair and overhaul of complex Navy vessels.
Experience planning and coordinating complex rigging work.
Experience managing rigging operations in support of ship repair projects.
Experience investigating and analyzing practices and problems and recommending/initiating effective improvements and solutions.
Experience communicating effectively both orally and in writing to present highly technical and detailed reports, findings, and recommendations.
Experience applying expert knowledge of the NAVSEA 04 Crane Quality Manual and 0989-030-7000, NAVFAC P307.
