You will serve as a Senior Equipment Specialist in the Maintenance Planning Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA) in Portsmouth, Virginia.

Duties
You will be responsible for technical oversight of non-senior Equipment Specialists and contractors providing support to the Navy’s Planned Maintenance System (PMS).
You will be responsible for the resolution of all maintenance matters as defined by existing agreements and instructions.
You will make independent decisions regarding the accuracy and adequacy of PMS documentation, while ensuring compliance to NAVSEA technical policy governing the maintenance of all Navy ships/crafts, submarines, and designated shore facilities.
You will evaluate Ship Alterations (SHIPALTs), Field Changes (FCs), Engineering Change Proposals (ECPs) or other configuration changes to a system or equipment to determine overall impact on maintenance procedures.
You will review and approve Reliability Centered Maintenance (RCM) developments for new construction ships or new system/equipment configurations using RCM concepts.
You will review and approve contractor developed PMS documentation. Research technical manuals, ship’s drawings, and ship’s information books to translate information into adequate and accurate PMS documentation
You will ensure the maintenance procedures for organizational level support is applicable to minimize manning levels and maximize ships mission reliability.
You will review, approve, and reassign PMS Service Requests (PSRs) forwarded by equipment specialists for ISEA technical review and resolution.
You will perform quality assurance review of equipment specialist submitted PMS documentation for compliance with the ISEA provided technical resolution and established policy.
You will prepare and forward PMS Service Request (PSR) responses authorizing interim shipboard changes to PMS documentation pending updated documentation delivery via Force Revision
You will ensure that the organization’s strategic plan, mission, vision, core values and guiding principles are communicated to and understood by the work group and integrated into the appropriate PMS products and services.
You will assist the supervising manager in assessing the work group effectiveness, efficiency and work products and services.
You will maintain the PMSMIS document library by reviewing, approving, and publishing new and revised PMS documents.
You will maintain Standard PMS Materials Identification Guide (SPMIG) database as applicable. This may be assigned as a collateral duty.
You will ensure all PMS documents reflect responsible parties for Equipment Specialist, ISEA, Designated Technical Review (DTR), Technical Warrant Holder (TWH), and Class Maintenance Plan activity (CMP), as applicable.
You will coordinate major, negative feedback with ISEA to revise PMS documentation accordingly. Use various customized data systems to process documentation changes.
You will be responsible to the supervising manager for the successful and timely execution of all aspects of assigned projects.
You will provide technical consultation services and advises other technical support personnel and contractors relevant to project schedules, goals, and objectives.
You will prepare correspondence, technical reports, status reports, policy interpretations, plan of action and milestone and other schedules to complete assigned tasks.

- You will be required to obtain and maintain a current Reliability Centered Maintenance (RCM) certification, both Level I and Level II, within 6 months of assignment to the position. RCM re-certification is required every three years.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and coordinating Planned Maintenance System (PMS), Planned Maintenance System Management Information Systems (PMSMIS) technical and administrative requirements, and needed to ensure the readiness of shipboard equipment and systems.
