You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Business Operations Division (D03) of the Digital Engineering Department (D00) of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, Port Hueneme, California.
Duties
You will ensure effective project management methodologies and strategic planning, implementation, maintenance, and support of projects within the Department,
You will collaborate with multiple stakeholders, guiding teams through best practices in project management, and be accountable for the team’s effectiveness,
You will drive strategic planning, advanced budgeting, expense tracking, and project forecasting for Department projects, ensuring alignment with established practices and values, reporting, and stakeholder engagement,
You will foster comprehensive understanding of project management theories and practices within the team and the organization,
You will coach team members in self-management and cross-functionality, assisting the team in delivering high-value projects that meet defined criteria,
You will remove impediments to the team’s progress, ensuring all project milestones and events occur and are productive,
You will serve stakeholders by assisting in effective project goal definition and management, promoting understanding for clear and concise project tasks and objectives,
You will facilitate project planning in a complex environment, enhancing stakeholder collaboration as needed,
You will provide training on project management methodologies, including Agile, and using tools like JIRA, WIKI, SHAREPOINT and Power BI,
You will lead the Department Project Management team of civilians and contractors in understanding, implementing, and facilitating methodical theory and practice,
You will build awareness of project management applications to enable greater agility and mentor members of the team through facilitating exercises, interactive training, and guidance related to frameworks.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS 11-12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector ensuring the qualitative and quantitative analysis and application of project management methodologies to the strategic planning, implementation, maintenance, and support of projects to optimize goal attainment.
