About the Position: You will serve as a senior staff manager for program management for a major military vehicle or weapon system technology development program under PEO, Project, or Product Management. (If selected at the NH-02 grade level, you will perform the below responsibilities in a developmental capacity)

Duties

Serves as Program Analyst and senior staff manager for program management for a major military vehicle or weapon system technology development program under PEO, Project, or Product Management. Performs all cost/schedule/resources management and program reporting for one or more major vehicle systems or major category of vehicle technology, or, in the largest programs, for one or more funding categories. Develops and coordinates a responsive financial management program to assure availability or resources to meet established milestones and events for development and fielding of the system. Tasks participating and supporting organizations with program and budget planning and reporting actions by developing and disseminating requirements, methods, justification strategies, and reporting cycle. Identifies existing or potential problem areas and recommends or directs necessary corrective action for preventive measures.

Requirements

  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires pre-employment financial disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Selectees must meet position requirements for this certification at Level II within 24 months for entrance on duty.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Business - Financial Management within 60 months of entrance on duty.

This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04). OR Education: Four-year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Specialized Experience for NH-03 grade level: In order to qualify for this position at the NH-03 grade level, your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Evaluating cost/schedule/resources management and program reporting for one or more vehicle systems, vehicle technology, or one or more funding categories; 2) Providing budgetary information to inform program plans and strategies; 3) Utilizing technical knowledge of automated systems (enterprise systems such as GFEBS) to analyze and/or develop alternative solutions for budget issues (i.e. execution and/or budgeting/planning/programming); AND 4) Communicating project/program status to identify areas needing emphasis and to ensure costs and schedules are accurately planned and executed. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). For the NH-03 grade level: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you mustmeet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
