About the Position: This is a permanent position with Army Clinic Moncrief. Moncrief Army Health Clinic is located on Fort Jackson, South Carolina and is part of the 82 square mile military installation located adjacent to the state capital of Columbia. This is a Direct Hire Solicitation This is a developmental position. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

Duties

Provide aid with the preparation of a variety of budget/financial reports covering the status of funds, expenses, reimbursements, obligations, payroll execution and full time equivalents. Assist with budget duties for special programs and minor programs. Make recommendations for reprogramming actions to accommodate changed missions, shortfalls, and/or funding changes. Perform monthly analyses of funding/workload execution. Recommend actions on program changes requested by serviced activities. Help facilitate proper balance between direct funds and reimbursements.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Tier 1 investigation is required.
• The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.
• Occasional Temporary Travel may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes tracking funding requirements; assisting in compiling financial information for budget reports; and researching obligation discrepancies to assist in recommending corrective action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Or Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Finance/Budget. OR Combination of Education and Experience: I have the specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by18. Add the two percentages.
