About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at US Army Cyber Command, Fort Meade. .

Duties

Perform analytical and evaluative work related to HQ workforce management and the development and maintenance of the Joint Table of Distribution (JTD), Joint Table of Mobilization Distribution (JTMD), and/or other joint manning documents. Develop, process, and maintains manpower and organizational reports. Participate in or conducts meetings, briefings, presentations and training sessions to proactively elicit inputs and feedback from all elements of the Command and DoD cyberspace program community. Coordinate with these organizational manpower stakeholders to ensure appropriate allocation and distribution of human capital assets. Research laws, policies, regulations and reference material, analyzes information, and selects and applies appropriate analytical approach. Plan and conducts studies to identify resourcing shortfalls, and to generate, document, and justify future operational capabilities in terms of personnel and unit structure. Analyze and evaluates techniques to facilitate studies, including reviewing, analyzing, and evaluating methods, procedures, and practices typically employed in the study of administrative, mission, and mission support activities. Provide policy guidance to cyber management, staff, and users.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program according to IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 and DA PAM 600-85 Chapter 3, paragraphs 3-2e and f
  • As a precondition and continuing condition of employment, the incumbent of this position must submit urinalysis testing on a recurring basis.
  • The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1

Specialized experience would be demonstrated by applying policies, budgeting, analytics, and documentation requirements to cyber workforce resource planning and management.; applying federal regulations, policies and processes governing the acquisition and retention of workforce assets; providing advice and recommendations to hiring managers on cyber workforce management actions in regard to diversity and employment practices.
