The primary purpose of this position at the target grade is to serve as an Information Technology (IT) Systems Analyst in planning, designing, and implementing IT systems to meet the business requirements of customer organizations.

Duties

This is a developmental position with known promotion potential to the target position of SCPD 9G601, Information Technology Specialist (Systems Analysis), GS-2210-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Position Duties: Duty1: Performs continuing evaluation to define opportunities for new or improved business processes solutions. Duty2: Performs feasibility studies and participates in special projects. Working on system components or portions of a larger project, works independently or as a member of a team providing system design and programming services for one or more systems or subsystems. Duty3: Serves as contracting officer representative. Recommends procurement strategies. Determines most appropriate method of procurement such as purchase, lease, or contract. Duty4: Performs as a technical advisor to functional users of IT. Provides technical assistance to the user community during all phases of the standard life cycle of assigned systems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-09 : Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience that may include knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software. Knowledge of customers' business processes and operations to anticipate and refine functional requirements. Knowledge of acquisition requirements to serve as a technical representative on IT contracts. Knowledge of techniques required to study existing architecture of installation systems and test possible enhancements. ADDITIONALY, I have IT- related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: (MUST INCLUDE COPY OF OFFICIAL TRANSCRIPTS): Applicants must possess a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR COMBINATION OF EXPERIENCE AND EDUCATION: (MUST INCLUDE COPY OF OFFICIAL TRANSCRIPTS) GS-11 SPECIALIZED EXPERIENCE:Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:GS-09: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. GS-11: Knowledge of a wide range of IT principles and systems analysis concepts and techniques. Knowledge of customers' business processes and operations to anticipate and refine functional requirements, Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls, Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement system enhancements. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
