You will serve as a Management and Program Analyst in the Human Resources Branch, G-1 Division, Civilian Personnel Section of MARFORCOM NORFOLK, Norfolk, Virginia.
Duties
You will review, analyze, and make recommendations on procedures and processes for a variety of complex issues, projects and policy development related to federal civilian positions and personnel,
You will develop, coordinate, and implement Command guidance, policy, and administrative procedures relating to management of federal civilian personnel and authorized civilian positions,
You will interpret policy statements, directives, procedures and instructions issued locally or by higher authority governing civilian personnel,
You will provide expert technical guidance to staff and faculty pertaining to current and proposed policies and procedures, to fulfill command requirements and maintain compliance with federal regulations,
You will conduct complex studies and identify concerns or problems areas affecting programs,
You will propose recommendations and alternative actions based on efficiency and effectiveness of proposals and short and long range goals,
You will interface with the Civilian Human Resources Office East and OCHR San Diego to expedite recruitments and other personnel actions,
You will prepare personnel actions, analyze Command utilization of task data for all billets, edit Position Descriptions and ensure efficient organizational structure to meet mission requirements,
You will provide program analysis and administration of the automated time and attendance program,
You will plan work to be accomplished by subordinates, setting and adjusting short-term priorities, interviewing candidate and providing recommendation for appointment, promotion or reassignment,

You will research highly technical human resources regulations, policies, case laws and guidelines, awards program and position management, to determine if existing guidelines and policies are adequate to command needs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay grade, the GS-12 or equivalent pay band in the Federal service or equivalent experience in the private or public sector analyzing, assessing and making recommendations to optimize continuity of procedures and processes for projects and policy development related to federal civilian positions and personnel.
