You will serve as a HR Specialist (Recruitment & Placement) on the HQ Staff of COMMANDER US FLEET FORCES COMMAND. You will report to the Director, Civilian Human Resources (DCHR) who is the principle authority on Human Resources Management for USFF, an Echelon II Major Command (MACOM). As the Recruitment Program Manager at a MACOM, you will serve as the technical expert on recruitment, staffing and compensation/pay administration matters.
Duties
You will assist the DCHR in the development of the command's recruitment/staffing and compensation program.
You will develop, recommend, coordinate and implement command-wide policies, programs and/or strategies relative to staffing/recruitment and compensation/pay administration.
You will perform recruitment/staffing and compensation program evaluation functions
You will provide expert staff advisory services to senior leaders, supervisors and managers located within the U.S. and overseas on a variety of complex issues to include strategic workforce planning, workforce shaping, recruitment and retention.
You will provide advice to the DCHR, USFF N1 (SES), HRO Directors and Recruitment/Staffing Dept. Heads in workforce planning/management and in applying merit systems principles as needed to attract and retain a high quality/diverse workforce.
You will serve as technical advisor/subject matter expert/program manager for the Command's staffing/recruitment program and compensation/pay administration.
You will review existing and newly proposed business practices and recommend changes.

Qualifications
GS-14
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in developing and implementing new or revised recruitment/staffing and compensation/pay administration policy.
Experience advising senior leadership in establishing and meeting civilian staffing/recruitment/ compensation goals and objectives.
Experience advising technical advice and guidance to human resources office directors.
Skill in fact-finding, analysis, research, and problem solving.
Experience and skill in oral and written communication to prepare and respond to high level taskers, requests for information and other correspondence.
Comprehensive experience implementing and managing an electronic recruitment program to enhance recruitment efforts for hard-to-fill/critical positions across the enterprise.
Expert experience conducting policy reviews to evaluate federal civilian HR program effectiveness and compliance.
GS-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience participating in the development and implementation of recruitment/staffing and compensation/pay administration policy.
Experience advising leadership in establishing and meeting civilian staffing/recruitment/compensation goals and objectives.
Experience providing technical advice and guidance to human resources (HR) office directors and/or HR staff.
Experience interpreting the implementation of new/revised recruitment/staff and compensation policies.
Skill in conducting fact-finding analysis, research, and problem solving.
Experience in evaluating and/or participating in the evaluation of staffing/recruitment programs.
Experience and skill in oral and written communication to prepare and respond to high level taskers, requests for information and other correspondence.
