About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA.
Duties
Serve as a Program Analyst responsible for analyzing, planning, directing, coordinating, and executing strategic human capital initiatives necessary for the operation of Army Contracting Command - Detroit Arsenal (ACC-DTA)
Initiates and leads studies and projects related to strategic human capital initiatives and analysis.
Analyzes reports, surveys, and other information related to human capital strategic initiatives, evaluates problems and deficiencies to identify inadequacies, develop reports and provide recommendations that enhance and improve programs and systems.
Identify quantitative and qualitative techniques for analyzing and measuring the efficiency and productivity of the organization ensuring metrics support Executive Director’s decision making and informational requirements.
Assists with research, best practices, and workforce data, analyzes trends, to help inform command succession plan to ensure minimal knowledge gap, competency management, career management, workforce development, and leader development.
Performs a variety of special nonrecurring projects and analytical studies; defining the problem, gathering data, coordinating, analyzing, evaluating, compiling, drawing conclusions making comparisons, and preparing final report with recommendations.

Specialized Experience:

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-03 of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
