You will serve as a Financial Management Analyst within the NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policies and procedures within the organization.
You will perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization
You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.
You will Coordinate, develop and reporting of cost/performance information in support of mission tasks for the organization.
You will approve financial management policies within the organization based on DON policy and develops and issues implementing procedures.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes:
1. Providing interpretive and analytical advice on financial transactions and program execution.
2. Developing formats and content to provide manager with various listing, reports, and data relative to status of funds and the propriety of obligations.
3. Ensuring the financial integrity timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports.
4. Providing financial support in areas of budget formulation, financial execution and fiscal policy.
5. Recommending alternatives and solutions to financial issues raised in audit reports and budget reviews.
