About the Position: PEO C3T, headquartered at APG, MD develops network-centric C3T systems for the digitized Army and fields Joint C3T systems to provide an integrated information system of systems seamlessly linking every sensor, shooter, commander and support to create a common view of the battlefield.
The NH-03 pay band encompasses grades GS-12 step 01 through GS-13 step 10.
Duties
Serve as an expert Human Resources and Human Capital Advisor within a Program Executive Office (PEO).
Coordinate performance and contribution-based training and provide technical assistance to the organization’s employees and rating officials.
Serve as the Program Manager for all aspects of the Contribution-Based Compensation and Appraisal System (CCAS).
Maintain and analyze data to prepare and conduct briefings to leadership on the status, completion, and trends for the appraisal management program(s)
Administers the Contribution-Based Compensation and Appraisal System for the PEO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty travel (TDY) up to 10% of the time required.
- One-year employee probationary period may be required if not already completed in accordance with 5 CFR criteria.

Specialized Experience: One year of specialized experience which includes: 1) Analyzing human resource (HR) initiatives such as workforce realignment programs, succession management, professional development, OR recruiting to ensure organizational goals are obtained. 2) Providing technical advisory for HR programs and activities, to carry out projects or studies; AND 3) Administering Acquisition Demonstration Projection or similar pay banded performance or contribution-based systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02 or GS-11).
