The purpose of this position is to perform administrative and program analysis work and ensure program compliance for Veterans in the Caregiver Support Program (CSP). The program goal is to not only to support caregivers in their role but to also promote their health and well-being through education, therapeutic engagement, and resource and service linkage.
Duties
Duties of the Program Support Assistant include, but are not limited to:
Perform administrative and program analysis work and ensure program compliance for Veterans in the Caregiver Support Program (CSP).
Performs various clerical duties such as reminder calls and mailing correspondence, assists with action items and the implementation of new processes; assists with program events. Composes reports and meeting minutes as directed by CSP Program Manager.
Develops and prepares reports, briefings, special papers, and summaries using data obtained through collection, compiling and analyzing regarding the integrity of the program throughout the year. Presents reports both formally and informally.
Monitors and maintains profiles, oversight and correction of errors and changes utilizing program's national database and local census.
Requires excellent relational and communication skills; advanced knowledge of and experience with computers; oral and written communication skills and the ability to work with others; particularly military populations and caregivers that help these populations.
Requires independence of action, general latitude for decision making and knowledge of information sources concerning complex questions, policies, and procedures within CSP.
Assists in the establishment and enrollment of Veterans/Servicemember and Caregiver into the CSP and acts as the liaison and provides coordination and collaboration of services with VA eligibility, travel, budget, non-VA care services and other departments throughout the VA Health Care System.
Works independently on ongoing projects and continually updates and analyzes records for providing accurate and timely information upon request.
Assists with performance improvement assessments to monitor cases and improve the continuity of services provided; assists in tracking internal reviews, action items and suspense's, quality measures, and the efficiency of the CSP.
Participates in designing and marketing activities and products that educate the public about the CSP Mission, and its interrelationship with the medical center, along with the benefits provided to eligible Veterans/Servicemembers and caregivers.
Prepares the budget and completes monthly, quarterly, and annual reporting to meet National program requirements; monitors execution of national program funding; is an authorized user of the Government Purchase Card. Manages fund control points for the CSP.
Designs studies, training programs, and organizational strategies for identifying opportunities to improve customer service and quality processes.
Serves as timekeeper and functions as an ADPAC for CSP staff.
This position is covered by the AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be:
FIRST - Facility-wide (including satellites)
SECOND - Administration or Staff office posting the vacancy
THIRD - The Department or from any other appropriate source
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support such as management of office supplies, corresponding with others regarding technical problems related to a program or service line, and drafting various reports and correspondence; Tracking reviews and suspense items for timely submission; and working within software such as Microsoft Office (Word, Excel, and PowerPoint).
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Drafting a variety of correspondence to share or submit information such as program status updates, meeting minutes, and workload information; Preparing reports and completing data analysis and management; Experience monitoring a program or service line budget; and Timekeeping..
