Duties
Implements policies, conducts screenings, clinical counseling services, and care management services for Behavioral Health branch programs. Serves as the first point of contact for behavioral health services for active-duty Marines, retired military members, and the Reserve components of the military services, their families, and Department of Defense (DoD) civilians as space permits.Comprehensive counseling services include screening, clinical care management, individual, marital, group, and family modalities for problem areas amenable to brief solution-focused therapy. Reviews, develops, coordinates and provides case management services concerning Behavioral Health participants that are supportive in nature and address general conditions of living, life skills, improving relationships at home and at work, stress management, adjustment issues, marital problems, parenting, and grief and loss coping and other factors which detract from an individual¿s behavioral health. Serves as Subject Matter Expert (SME) on all Behavioral Health counseling services, to include conducting screenings, determination of client's level of functioning, prognosis, service recommendation or need for appropriate referral.Conducts psychosocial assessments with emphasis on problem identification and recommendation for services. Makes recommendations for and takes action to effect removal when necessary for protection of family members.Applies established therapeutic techniques, principles, theories and methods, screens, evaluates and provides counseling for clients as indicated by interviews and assessment. Assessments include complete psychosocial evaluations and risk assessments for behavioral health related issues.Administers a multi-modality comprehensive program to deal with Behavioral Health related issues. Provides evaluations for services, including progress, adequacy of services, and follow up.Ability to provide Behavioral Health related counseling services as well as care management services to active duty and retired military members, the Reserve components of the military services, their families, and DOD civilians as space permits. Skill to provide comprehensive counseling services for: anxiety, depression, stress, violence, and coping areas amenable to brief solution-focused therapy. Knowledge of and skill to apply human social services principles and practices, family and group dynamics, human behavior and chemical dependency dynamics in providing counseling services. Knowledge of family structure, dynamics, needs and problems, interpersonal, economic, social, cultural, environmental, and psychological factors in relation to changing social patterns. Diagnostic skills in areas of psychological pathology and psychosocial dynamics. Skill in program development, teaching and counseling. Knowledge of legal information pertaining to family relationships and laws protecting children and elders, as well as professional ethics of marriage, group, family and child counseling.

Qualifications
A Master's or Doctoral-level degree from a college or university with a program nationally accredited in social work, marriage & family therapy, counseling, psychology, or other appropriate human service and/or mental health professional degree is required.Tier I providers must perform all clinical duties under the clinical supervision of a tier III clinical supervisor & maintain a plan of supervision. Provides thorough screening & assessment, non-medical counseling, & consultation services to clients who present for care. Interviews individuals and family members to explore and analyze factors influencing personality development & family structure in relation to the development of symptomatic behavior patterns & complicated interpersonal problems. Determines facts and conditions surrounding the difficulties in coping with various life situations & draws conclusions as to the underlying causes/contributing factors of the problems & the associated consequences to individual clients & their families. As appropriate, obtains additional social & personal information from significant others in the client's lives to ascertain the full scope & impact of the problems presented. Analyzes and evaluates the information obtained & makes use of other social & medical consultation resources as required. Devises workable individual service plans (e.g., individual counseling, family counseling, referral for higher level of care, etc.) & provides direct non-medical services using a wide variety of techniques for the resolution of personal, social, or environmental difficulties related to substance misuse. Makes referrals to other social or medical resources, as appropriate. Uses skills in individual, marital, family, & group counseling to assist clients in understanding, accepting, and alleviating their problems. Tier I clinical counselors may co-facilitate clinical groups with a facilitator who is a privileged counselor. Provides continuing supportive services to clients & families. All recommendations, referrals, case notes, etc. are reviewed & co-signed by the supervisor. The tier I clinical counselor may not provide independent care, be the only clinical provider in a given program or at a satellite location or be left as the solo provider during routine work hours.Tier I must have ability to obtain supervision that will be applied toward their licensure under an approved supervision plan as required by the state license and board from which they are seeking licensure & meet any applicable requirements related to credentialing &privileging in accordance with service CCP HQ policy. Hiring program does not guarantee program supervision hours will be applicable toward state licensure. Licensure/certification shall be completed within a 36-month period. Must be able to meet Credentialing and Privileging standards in MCO P1700.24B and SECNAV Instruction 1754.7A. Tier II must have engaged in 2 years (includes at least 2,000 hours, full-time, post-masters supervised clinical experience).Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted &in good standing in at least one of the following: clinical social work, licensed marriage & family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application. Tier III must have engaged in at least two years post licensure, (includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting).Ability to provide Behavioral Health related counseling services as well as care management services to active duty and retired military members, the Reserve components of the military services, their families, and DOD civilians as space permits. Skill to provide comprehensive counseling services for: anxiety, depression, stress, violence, and coping areas amenable to brief solution-focused therapy. Knowledge of and skill to apply human social services principles and practices, family and group dynamics, human behavior and chemical dependency dynamics in providing counseling services.
