About the Position: Serves as the Chief for Prisoner Administration Branch and technical advisor to the Commander, Northwestern Joint Regional Correctional Facility (NWJRCF), on treatment and disposition of prisoners and utilization of the prisoner population. Close and frequent contact with prisoners is required.

Duties

As the Chief for Prisoner Administration Branch and technical advisor to the Commander you will be responsible for the following duties. Furnish technical advice to other institutional directorates and activities in solving problems. Review and revise institutional policies and regulations regarding classification, visitation, emergency and temporary home parole, federal transfers and abatement. Represents and makes commitments on behalf of the Commander with outside organizations and agencies. Serve as Directorate leader responsible for plans and assigns functions and projects to sections within Prisoner Administration Branch. Serve as the appointed Sex Offender Notification Program Coordinator. Serve as the NWJRCF System Administrator. Serve as the primary evaluator for conducting background checks on visitors to the Northwestern Joint Regional Correctional Facility.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • Personnel who enter the Northwestern Joint Regional Correctional Facility NWJRCF consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within any area under the control of the NWJRCF.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • The incumbent of this position will comply with all provisions of the NWJRCF’s, Standards of Conduct SOP and ACC Policy Letter #17, Rules of Conduct.
  • This position requires the employee to complete the Army Corrections Command Pre-Service Training program to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment if they are convicted of a felony or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • All Army Corrections Command employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.

Specialized Experience: One year of specialized experience which includes (1) providing administrative support to inmates such as maintaining inmate records or processing actions (i.e., calculating sentence computation/re-computation dates) OR (2) providing custody and control over inmates and interpreting and enforcing correctional institution rules and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Correctional Administration and Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
