Duties

Mentor, train, and perform technical reviews to ensure consistency and compliance for the Alaska Transfer program. Provide technical advice or instruction on work requiring unique resolution. Provide resolution for the adjudication of the most difficult, complex, controversial, unprecedented cases, that require extensive legal principles, precedent decisions, and oversite and use of varied, different, and infrequently used public laws. Conduct and lead discussions and facilitate resolution of issues and problems that affect the conveyance program. Participate in conferences, meetings, hearings, or presentations. Provide oversight in finalizing and distributing patents and review patents prepared by others. Ensure rights are granted, Alaska Land Transfer authorizations are cited, patent reservations are added, and valid existing rights are identified. Ensure land records are maintained in accordance with statute, regulation, and policy. Ensure data quality and integrity of the land records.

Requirements

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level in the federal service or directly related to examination or adjudication of cases involving laws and regulations dealing with transfer of land title. Examples of qualifying specialized experience include: examination and/or adjudication of cases involving land title transfer; adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resource use; resolve conflicts arising from use of land. Lead, manage, or direct others with substantial involvement in examinations of titles or other legal transactions (acquisition, lease, or disposals of land) while remaining within laws, policies, regulations, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
