Duties
This Supervisory Human Resources Specialist position is with the Transportation Security Administration (TSA), Enterprise Support (ES), Human Capital Office (HC), Human Capital Policy and Career Programs Division, Policy Development Branch. Duties include but are not limited to:
Direct, design, and lead Human Capital (HC) operational and strategic studies, assessments, and evaluations; develop recommendations; advise others to improve programs and/or influence policy changes that involve long-range, highly complex and sensitive topics.
Develop and present findings and recommendations to all levels of agency leadership in-person or virtually
Oversee internal management control activities, including advising HC management on establishing and implementing effective HR internal controls. Provide technical support in the development, implementation, and ongoing review of accountability functions and program operations.
Develop survey tools and conduct survey/focus groups, group facilitation and other techniques and methods necessary for organizational assessment and change. Interface, as needed, with external organizations (e.g., GAO, DHS) conducting audits and studies of TSA HC.
Exercise a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinate and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Manage assigned budget resources.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Developing federal human resources standard operating procedures, guidance and/or policies; AND
Leading federal human capital projects that impact federal human capital operations; AND
Providing presentations and/or briefings to organizational leadership on human capital policies within a federal agency
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
