This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the Center for Army Analysis, Deployment and Enablers Analysis Division, located in Fort Belvoir, Virginia.
Duties
Conducts extensive systematic exploration of problems of an unprecedented nature using the C++ computer programing language (primary) and Structured Query Language (secondary).
Develops complex model algorithms using mathematics, probabilities, and statistics and ensures compatibility with other model algorithms.
Leads a regular model planning meeting with the model users to develop and prioritize model improvements.
Presents trend analysis ascertaining potential problem areas. Identifies areas for analysis that have not been previously susceptible to analysis by the operations research approach.
Develops alternatives and provides information and guidance to sponsors and Senior Army leadership.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Qualifications at the GS-11 level:
Specialized Experience: One year of specialized experience which includes experience utilizing various programming tools, especially C++ computer programming language and Structured Query Language; applying computer codes in order to make modifications to current computer models; utilizing operations research techniques to conduct data analysis and inform decision making for senior leaders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Qualifications at the GS-12 level:
Specialized Experience: One year of specialized experience which includes experience developing computer algorithms and code to produce computer models per customer requests; utilizing operations research techniques to conduct course of action analysis to inform decision makers; applying computer languages to develop or improve current system requirements. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Qualifications at the GS-13 level:
Specialized Experience: One year of specialized experience which includes conducting extensive systematic research to identify problems within various computer programming languages; analyzing automated data processing for computer models; Leading meetings with model users to develop and prioritize improvements and processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
