About the Position: Serve as a Public Affairs Specialist for Army National Military Cemeteries (ANMC) in the Arlington National Cemetery (ANC) Public Affairs Office. Responsible for local, regional, and national outreach engagement with key stakeholders to keep them connected and engaged on ANMC's mission, strategic challenges, initiatives, and programs. This position is located in Arlington, VA.
Duties
Serve as the principal liaison for all ANMC outreach initiatives designed to support the History Office’s Education and Outreach Program.
Develop comprehensive strategic communication plans designed to raise awareness of and increase usage of modules and materials created for the cemetery’s education program.
Lead the development of education promotional literature (i.e., fact sheets, website content, news releases) featuring different elements of the program.
Develop strategies for effectively responding to stakeholder interests about controversial issues to ensure the delivery of clear, comprehensive, and contextual information.
Develop and execute strategic communication plans to engage key stakeholders on a routine basis to increase awareness of ANMC priorities, and strategic initiatives.
Develop stories, messaging, and other content tailored to stakeholders’ needs and interests.
Conduct oral presentations or conducts meetings designed to obtain public input on program initiatives and hot topics and develops a consensus position from among divergent viewpoints.
Assist and execute the conduct of other major internal and external community relations, interpretation, and commemorative programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 20% of the time.
- May include shift work (evenings, weekends, holidays).
- Must possess and retain a valid state driver's license and must pass testing for and retain a government driver's license. Note: May be required to transport others in and around the cemetery.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

GS-12 Specialized Experience: One year of specialized experience which includes Organizing outreach engagements and developing promotional products to publicize those engagements; evaluating outreach program needs to provide recommendations for program improvements; and engaging with internal and external stakeholders on outreach initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes Developing outreach campaigns and/or initiatives, advising senior leaders on outreach program needs to ensure program goals are met; and developing strategic communication plans and/or strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
