Duties

If selected at the GS-09 or GS-11 level, the below responsibilities will be performed in a developmental capacity. Design, develop, and adapt mathematical, statistical, econometric and other scientific methods and techniques to analyze problems of management Perform quantitative and qualitative analysis of supply chain processes and operations. Analysis may initiated based on need of Cross-Process Business Process Analyst to assimilate findings of research for resolution of critical supply chain issues Coordinate projects and studies involving Key Performance Indicators (KPIs), supply chain processes, and agency policies and provides direction necessary to assure mission accomplishment Assist higher-level managers in program analysis and implementation Utilize expertise related to programming, mathematical modeling, economic analysis, statistics, simulation, optimization, and probability theory to study Supply Chain processes and provide decisional support Perform quantitative analysis of transaction data designs, develops, and adapts mathematical, statistical, econometric and other scientific methods and techniques to analyze management problems Provide advice and insight about the probable effects of alternatives solutions to supply chain problems Apply scientific techniques, with emphasis on mathematical disciplines, to improve operations of the supply chain and DLA logistical systems as a whole Review studies performed by site or headquarters personnel and/or outside contractors for technical accuracy or applicability

Qualifications

To qualify for an Operations Research Analyst, your resume and supporting documentation must support: A. Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject- matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above to qualify for the to qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-09: Apply techniques to problem solve, such as big data mining or other qualitative methods to analyze information Use software to evaluate alternative courses of actions. Familiarity with analytical software tools and programming languages (i.e., Python, R, SAS, VBA, SQL, HTML, JAVA) to pull information from multiple sources Awareness of demand/supply chain process related organizations, programs, missions and operations. GS-11: Apply techniques to problem solve, such as big data mining, statistical analysis, or other qualitative methods to analyze information. Familiarity with statistical software to simulate current and future events and evaluate alternative courses of actions to help the organizations solve problems and make decisions. Utilize analytical software tools and programming languages (i.e., Python, R, SAS, VBA, SQL, HTML, JAVA) to pull information from multiple sources. Conduct business studies by providing background, description, approach, project milestones, resource requirements, and expected business improvements Understanding demand/supply chain process related organizations, programs, missions, and operations. GS-12: Apply advanced techniques to problem solve, such as big data mining, optimization (i.e. linear, non linear programming and mixed integer program theory), statistical analysis, simulations, predictive modeling, mathematical modeling or other qualitative methods to analyze information and develop practical solutions to business problems that help the organization operate more efficiently and cost effectively. Use statistical software to simulate current and future events and evaluate alternative courses of actions to help the organizations solve problems and make decisions. Utilize analytical software tools and programming languages (i.e., Python, R, SAS, VBA, SQL, HTML, JAVA) to pull information from multiple sources, assemble and analyze facts, and draw conclusions to produce valid and reliable findings. Conduct complex business studies by providing background, description, approach, project milestones, resource requirements, and expected business improvements and package the entire process into briefings, papers or reports suitable for top management use and decision making. Understanding demand/supply chain process related organizations, programs, missions, operations, and their interrelationships. C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOUMUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-09: Possess a successfully completed master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. GS-11: Possess a successfully completed PH.D. or Equivalent Doctoral Degree or 3 full years of progressively higher level graduate education leading to a PH.D. OR equivalent doctoral degree. GS-12: Education cannot be substituted D. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09 and GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
