The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Computer Systems Squadron (CSS) SCO Flight, under the general leadership and within the broad policies of the Commander, directs the activities and personnel of the flight through subordinate section chiefs.

Duties

Plans, organizes, and oversees the activities of the AETC CSS Operations Flight. Exercises supervisory personnel management responsibilities. Represents AETC/CSS with a variety of installation and functional area organizations. Functions as the strategic and technical authority for implementation of projects supporting Information Technology efforts within HQ AETC's area of responsibility. Formulates flight and squadron policies, strategic goals and objectives.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent may be required to perform TDY to meet mission needs and to use government quarters when considered by the orders approving official to be the most advantageous to the government.
  • Incumbent may act in the squadron commander role during the commander’s absence.
  • Incumbent must be able to obtain and maintain a Top Secret Clearance.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random dug testing.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed position in the Cyberspace and Information Technology career field.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level GS-13, which includes knowledge of information technology sufficient to integrate and manage enterprise-wide IT programs utilizing of Information Technology Infrastructure Library (ITIL) concepts; developing and documenting broad-based, highly complex IT policy and strategy; and the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information technology sufficient to establish, integrate and manage enterprise-wide IT programs, architecture and standards, across the command including utilization of Information Technology Infrastructure Library (ITIL) concepts. 2. Knowledge of supervisory methods, techniques and regulatory requirements to include EEO, conduct/discipline, recognition, promotion, security and safety. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Skill in strategic planning for comprehensive and command-wide IT programs and projects. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively both orally and in writing; includes but is not limited to preparing and delivering briefings, studies, and executive correspondence. Ability to effectively represent the Squadron, Directorate and Air Force. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
