About the Position: The incumbent serves as Department of Army (DA) principal technical expert, analyst, policy developer, functional expert, interpreter and advisor on all matters relating to the management and oversight of the DA forms program which falls into compliance with Federal law and Department of Defense (DoD) policy; reports directly to the Director, Army Publishing Directorate (APD).
Duties
Develop, execute, evaluate, and oversee of all Department of Army and Army sponsored and prescribed DoD forms for all Army components, world-wide.
Interpret and develop policy to include Federal Law and U.S. Codes, DoD policies, instructions and directives, implements guidance and operational instructions for the Army Forms Management Program.
Develop, analyze, evaluate, advise, and oversee policy for several sub-disciplines of the Forms Management Program for Department of Army.
Supervise and facilitate the planning, coordination, and direction of professional, technical, and administrative work of staff involved in the successful management of the Army’s forms and publications mission.
Plan and direct the Army Forms Management Program for all forms and graphics related publishing operations for unclassified and classified departmental and training/doctrine information products.
Review work completed by subordinates for overall content and accuracy, accepting or amending as necessary.
Direct studies and investigates development alternatives to help the Army evolve data collection for future operations.
Recommend Army-wide publishing/forms and management policies, procedures, and standards as they relate to the provisions of Title 44, United States Code; GAO ruling; and OMB and DOD directives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- The duties of this position may require occasional temporary duty (TDY) travel

Specialized Experience: One year of specialized experience which includes generate procedures to improve departmental publications; provide guidance or operational instructions for a Forms Management Program; and provide oversight or direction to technical personnel engaged in information management for a publications program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
