The primary purpose of this position is to serve as a Program Analyst formulating and supporting the administrative analytical and evaluative work related to programs, financial management and operations planning capabilities as applied to aspects of Defense Intelligence Enterprise (DIE) and related Air Force (AF) programs, policies and concepts.
Duties
DUTY 1: Applying air and cyber operations and analytic expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, (within fiscal constraints) regarding information operations planning, security, programming, methodology, resource control in support of prospective SAF/CDMND research and development efforts at both the national and international level.
DUTY 2: Develops new methods for Test and Evaluation (T&E) to establish the effectiveness of planning, programming, and budget actions/processes in support of information operation capabilities and operational plans.
DUTY 3: Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
DUTY 4: Maintains a continuous liaison with other AF and OUSD(I) Senior Staff, other Service headquarters counterparts, and DOD offices to integrate SAF/CDMND priority support actions.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers.
Knowledge of Air Force, Defense Intelligence Enterprise (DIE), and multi-service joint cyber capabilities and related program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and capability development actions as related to actual events.
Knowledge of the relationship of the various entities and infrastructure involved in overall planning and execution of complex procedures and techniques for the Test and Evaluation (T&E) of unique one-of-a-kind capabilities and concepts, and the methods in which the PPBS process supports them.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices such as Cyberspace Operations Information Systems; multi-service/joint enabled capabilities; Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source threat systems analysis and Multi-INT integration;; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations or similar operations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDT&E projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
