About the Position: The U.S. Army Combat Capabilities Development Center Ground Vehicle Systems Center (DEVCOM-GVSC) mission is to develop, integrate, demonstrate, and sustain ground vehicle systems capabilities to support Army modernization priorities and improve readiness. This position is located in the Chief of Staff (COS) Resource Management (G8) office.
Duties
Incumbent serves as the Subject Matter Expert for DoD Government Purchase Card (GPC) programs for GVSC.
Oversees all program functions to include accountability for the audit of the program by the Office of the Inspector General.
Incumbent is responsible for establishing, modifying, and maintaining internal controls for the GVSC GPC program.
Serves as the purchase card functional support and/or the subject matter expert on-site with responsibility for Helpdesk operations, resolution of purchase issues, data collection and reporting of all GVSC GPC related issues.
Responsible for review, analysis and ensuring payment of GPC; ensures vouchers are filed; receives monthly billing statements for charge card accounts; monitors and reviews billing statements for non-authorized vendor types;
notifies cardholder of requirement for reconciliation of charges determined to be outside of authorized guidelines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a Tier 3 (Secret) clearance.
- TDY up to 10% is required.
Qualifications
This position may be filled as a temporary promotion, or temporary detail Not to Exceed (NTE) 5 years by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years, and may be made permanent without further competition.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1) Providing administrative management, regulatory guidance, and organizational control over programs; (2) Reviewing regulations in order to develop and maintain policies and procedures for programs; AND (3) Establishing internal regulations to supplement DoD guidance for the Government Purchase Card (GPC) Program to include credit card agreements and procedures and bank reconciliations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).
