As an Information Technology Specialist within the Office of the Chief Information Officer at GRC, you will be responsible for understanding, documenting, and advocating for the Information Technology needs of GRC missions and mission support stakeholders. You will be part of a team that designs, develops, and implements local solutions based on standard enterprise services or assisting in extension or augmentation of these services through collaboration with the enterprise.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Analyze technical impact resulting from changes or proposed changes introduced by the Office of the Chief Information Officer (OCIO) and communicate results of analysis to GRC OCIO leadership and stakeholders.
Document, communicate and advocate for future Information Technology needs of the NASA GRC community through available processes and forums.
Identify cross-functional technology inefficiencies/gaps and recommend areas of opportunity to improve and refine.
Inform and educate others of Information Technology advancements within the context of NASA GRC mission requirements.
Monitor technical change management and facilitate resolution to emergency situations by identifying and involving the correct areas of IT.
Identify trends impacting customer experience and provide analysis to facilitate discussion related to these trends.
Communicate services and capabilities provided by the OCIO.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
You may meet the basic requirements through substitution of education for experience.
To qualify for the GS-9, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Assisting with technology analysis, identifying inefficiencies, and/or summarizing conclusions;
Communicating with IT stakeholders to review requirements, discuss alternatives and support results cross-functionally; and
Identifying and addressing IT requirements to collaborate across the organization.
OR
b) Completed all requirements for a master's degree or equivalent graduate degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours or 36 quarter hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours or 36 quarter hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
To qualify for the GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Conducting technology analysis, identifying inefficiencies, summarizing conclusions, and/or presenting new recommendations to others;
Communicating with IT stakeholders to interpret requirements, discuss alternatives and drive results cross-functionally; and
Identifying and addressing IT requirements and collaborate across the organization to establish solutions.
OR
b) Completed all requirements for a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours or 36 quarter hours in one or more fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with (1) a major in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR (2) a major that provided a minimum of 24 semester hours or 36 quarter hours in one or more of fields of computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and that required the development or adaptation of applications, systems, or networks.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
