The primary purpose of the position is to serve as a Health System Specialist (HSS) to the Assistant Director North, in support of the triad model, with dotted lines to the Associate Chief of Staff for Primary Care for the north and Chief Nurse of the north. The incumbent is responsible for the coordination and monitoring of all administrative programs at respective site. Duties may include coordination of surveys and reports, contracting, statistical, and other administrative functions.
Duties
Major duties include, but are not limited to:
Liaises with multiple staff offices and serves as the conduit for information flow and management assignments between the services offered in the respective outpatient clinic.
Conducts analytical studies on particular operational processes, issue topics, or related special projects.
Conducts study planning, statistical measurement, data analysis, and report preparation and development.
When tasked with projects, serves as the responsible contact for leading the projects from initiation to completion.
Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues, such as the quality or timeliness of Veteran care issues within the system, through Congressional interest, and others.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division.
Reviews and evaluates guidance on various functions and procedures; identifies problem areas; implements or recommends actions to: improve procedures; to increase efficiency; to eliminate problems; to conform to policy requirements.
Explains service policies and assists staff in implementing them, as an extension of the Assistant Director of the North's Office, professional staff, and service lines.
Serves as the principal advisor to personnel on administrative management program issues.
Ensures that the respective site meets accreditation standards for Joint Commission.
Participates in the planning for budgeting needs and financial management for the Assistant Director of the North's Office.
Assists with budget formulation, justification and execution, financial management, and financial reporting.
Provides advice to management and program personnel on budgetary and finance issues.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Provides building management support for assigned outpatient clinics and other leased facilities.
Serves as the facility manager and acts as primary go-between with the individual service leaders at the respective facility, the leasing contracting officer, and building lessor/owner.
As Contracting Officer Representative (COR), and in conjunction with the contracting officer, creates, implements, and enforces assigned leases.
Serves as the lead for all lease modifications and supplemental agreements; coordinates and executes changes when requested and approved by user groups or program offices.
Applies a level of technical understanding and/or research on building codes and standards (for example: National Fire Protection Association (NFPA), The Joint Commission (TJC), VA Technical Information Library, and others) to identify potential deficiencies and ensure compliance.
Contacts, communicates, and resolves all concerns and complaints directed at both VA ECHCS regarding any subcategory that falls under their clinics' site of care.
Displays tact and diplomacy to elicit the purpose/nature of the contact and to make judgmental decisions on how to best provide the customer with resolution.
Works across all services within the organization, working with various executive leaders and service chiefs to ensure that organizationally the clinic is meeting the needs of the organization.
Represents leadership should there be concerns externally and internally with the site of care and addresses all concerns in a timely and respectful manner.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. IOR Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

IOR Specialized Experience:Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

IN ADDITION TO INDIVIDUAL OCCUPATIONAL REQUIREMENTS, YOU MUST ALSO MEET GS-11 OR GS-12 REQUIREMENT:
GS-11 GRADE REQUIREMENT: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developmentally, coordinating and monitoring all administrative programs at respective site; assisting with coordinating surveys and reports, performance improvement activities, policy development, budget and financial management, and procurement and contracting; compiling information and preparing administrative reports for management briefing and sharing with work groups; upon review by supervisor, designing and implementing policies, and procedures to manage administrative and personnel related functions; supporting analyzing and evaluating problems, making recommendations, and devising solutions to systems administration, training management, publication management, and data management within the division; supporting ensuring that the respective site meets accreditation standards for Joint Commission; assisting with managing procurement requests; maintaining procurement records; assisting with creating, implementing, and enforcing assigned leases as Contracting Officer Representative (COR).

To qualify based on education for this grade level you must have a Ph.D. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. *IOR Special Provision for Inservice Placement: (continued from Qualifications section) Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
