This position is part of the Office of Natural Resources Revenue (ONRR), RRCM, DISC, DIV-IC, Indian Energy Service Center (IESC). Duties

Provides supervisory and technical direction to a multi-disciplinary team responsible for contact with the Natural Resource Community and other federal partners. Provides overall direction of day-to-day operations concerning technical problems and issues regarding Tribal and Indian minerals, develops process improvements and ensures consistent application and interpretation of policies and procedures. Plans work, sets priorities and completion goals, assigns work, and reviews work products to ensure the team effectively accomplishes the mission and goals of the organization. Facilitates and ensures the collaboration, coordination, and communication between team members, other DISC teams, federal partners, BLM, BIA, BTFA, other surface management agencies, and other members of the natural resource revenue community. Ensures consistent application and interpretation of policies and procedures, especially on complex and high-profile matters. Responds to highly technical inquiries from other governmental agencies and ONRR representatives related to Indian energy issues, and effectively communicates solutions verbally or through written responses. Establishes close working relationships through effective communication with federal and tribal partners to resolve issues; propose and implement new procedures; and coordinate resource issues covering various Indian energy issues.

Qualifications

At the GS-13 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-12 level.Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to (1) Analyzing leases and agreements for gas, oil, and solid minerals to ensure that related information is accurately reflected in systems so that lessees/operators/payors can properly report and pay all royalties due on minerals, or related experience in reviewing leases and agreements for gas, oil, and solid minerals; (2) Identifying, analyzing, and resolving complex reporting issues that affect appropriate payment of royalties; (3) Utilizing mineral industry practices to identify and analyze royalty, production, and sales information and provides guidance to lessees/operators/payors to resolve data and reporting issues related to the mineral industry; (4) Communicating with companies and/or other government agencies; (5) Working diplomatically with various offices and personnel such as employees in ONRR, BLM, BIA, BTFA, and other similar organizations directly involved in the lease administration process; and (6) Making recommendations on internal and external minerals program policy issues that affect the overall organization. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
